What is a preliminary or conceptual construction estimate?
A preliminary (conceptual) estimate is an early forecast of construction cost prepared when design is incomplete — often from a program, massing study, site plan or schematic drawings. It uses parametric costs (per square foot, per unit, per key or per bed), historical data and assemblies-level pricing instead of a full takeoff. Under AACE International practice these are typically Class 5 or Class 4 estimates, with wider accuracy ranges that narrow as the design develops.

How Accurate Is a Conceptual Estimate?
Accuracy follows design maturity. A Class 5 estimate from a program or concept can range roughly from −30% to +50%; a Class 3 estimate at design development typically ranges from about −20% to +30%. What Information Improves an Early Budget?
Even at concept stage, a few details sharpen accuracy considerably: the building’s gross square footage and number of stories, intended structure (wood, steel or concrete), unit or room counts, parking approach (surface or structured), target finish level, and the site address so we can assess topography, utilities and local fees. A geotechnical report — even a preliminary one — is especially valuable in Georgia, where rock and clay can swing sitework costs. If you have a comparable completed project, we can use it as a benchmark and adjust it for time, location and scope. Every assumption is written into the budget narrative so your architect, lender and investors see exactly what the number includes. As design advances, we convert assumptions into measured quantities until the budget becomes a full construction cost estimate.
